IN THE SENATE OF GIRLS NATION
Senators Braun and Farbman of Vermont introduced the following bill; which was referred to Committee .
BE IT ENACTED BY THE SENATE OF GIRLS NATION ASSEMBLED.
SECTION 1. TITLE
This act may be cited as the "Distracted Driving Prevention Act".
SECTION 2. PURPOSE
The Distracted Driving Prevention Act will restrict citizens from operating a motor vehicle and using a non-hands-free cellular device simultaneously.
SECTION 3. DEFINITIONS
Distracted driving pertains to situations when an operator of a motor vehicle is using a cellular device during operation thus not focused on the primary task of driving, increasing the risk of crashing.
A driver is a licensed operator of a motor vehicle and an owner or user of a cellular device.
SECTION 4. DISTRACTED DRIVING PREVENTION ACT
The Distracted Driving Prevention Act entails that:
(A) Vehicles are installed with hands-free devices or proper technology to block cell phone use
while the driver is operating the vehicle.
(1) If a hands-free device is not utilized, technology that can sense the location of
the cellular device within the vehicle (if in the driver's seat, the phone will
not be usable) must be implemented.
(2) Emergency calling is permitted; the driver may dial 9-1-1, but the phone has
no other function in the driver's seat area.
(B) Each state will appoint a Commissioner to oversee the implementation of safe phone
technology and determine consequences for drivers failing to use it.
(C)Vehicles made after the effective date must have the requisite technology, at the expense of
the manufacturer. The funding for technology of any other vehicle will be determined by a

This act shall be effective for all citizens operating a motor vehicle in the United States after January 1, 2018.
