To increase the effectiveness of the budget.
IN THE SENATE OF GIRLS NATION
Senators Thomas and Cunnings of New Mexico introduce the following bill; which was referred to Committee .
BE IT ENACTED BY THE SENATE OF GIRLSNATIONASSEMBLED.
SECTION 1. TITLE
This act may be cited as the "Budget Enhancement Bill".
SECTION 2. PURPOSE
The Budget Enhancement rid the budget process of Incrementalism. It will utilize the IRS to conduct a yearly audit of all businesses, agencies and programs that are a part of the budget to determine exact monetary necessities. This bill aids the IRS in allotting proper amounts of money to the prior mentioned entities in order that they obtain correct amounts of money and disable entities from obtaining excess monies.
SECTION 3. DEFINITIONS
Incrementalism encompasses the belief that the best indicator for a yearly budget includes the previous year's budget with some additional money added.
IRS is the internal revenue service, specialized in tracking and evaluating expenditures.
SECTION 4. BUDGET ENHANCEMENT BILL
The Budget Enhancement Bill entails that:
(A) The IRS will conduct a yearly audit of all entities part of the budget requiring money from the government :
(B) The IRS will submit all audits and recommended budgets to the Office of Management and Budget
SECTION 5. EFFECTIVE DATE
This act will be effective for all programs, businesses, and agencies on or after January 1, 2014.
