To mandate that all schools receiving federal aid must implement a comprehensive sexual education program.
IN THE SENATE OF GIRLS NATION
Senators Latif and Rodriguez of Maryland introduced the following bill; which was referred to Committee .
BE IT ENACTED BY THE SENATE OF GIRLS NATION ASSEMBLED.
SECTION 1. TITLE
This act may be cited as the "Comprehensive Sexual Education Act".
SECTION 2. PURPOSE
The Comprehensive Sexual Education Act will ensure education for youth on an "Abstinence Plus" approach to sexual education.
SECTION 3. DEFINITIONS
A comprehensive sexual education is an effective teaching method. This stresses abstinence but also exposes young people to the risks associated with sex and also informs them on the different protection methods.
SECTION 4. COMPREHENSIVE SEXUAL EDUCATION ACT
The Comprehensive Sexual Education Act entails that:
(A) All school systems receiving federal funding are mandated to include a comprehensive education program in their health programs. Private and religious affiliated schools are exempt.
(B) All sexual education courses may be no less than 30 hours of course instruction per year between grades 7-12 and must all be fact-based instruction.
(C) All participating states must separate males in a separate classroom from females to entail a "question friendly" environment.
(D) Both males and females will receive instruction on the body's reactions during puberty and after sexual intercourse.
(E) Both sexes will also learn the cycle of pregnancy and the body's response to impregnation.
(F) Instructors are required to explain and educate students on the variety of protection techniques including but not limited to contraceptives and the use of condoms; Students must also be educated on the risks and side effects associated with contraceptives.
(G) Parents who wish to withdraw their children from this program may do so upon writing a letter to the principal.
(H) The center for Disease Control and Prevention will be solely responsible for the distribution of educational materials and visuals nationwide.
This act shall take effect for all school systems receiving federal monetary aid on or after January 1, 2014.
